Internally displaced persons are entitled to additional state guarantees only after registration of internally displaced persons.
To obtain an IDP certificate, you should contact:
- To the structural unit on social protection of the population;
- to the authorized person of the executive body of the village, village, city council;
- to the authorized person of the CNAP;
- apply through the Action app.
An adult and a minor submit an application in person, and a minor child, an incapacitated person — through a legal representative. A person whose legal capacity is limited can submit an application on their own.
When applying for registration, one of the following documents must be presented:
1. Identity document confirming the citizenship of Ukraine:
- passport of a citizen of Ukraine;
- passport of a citizen of Ukraine for traveling abroad;
- diplomatic passport of Ukraine;
- official passport of Ukraine;
- seafarer's identity card; (e) crewmember's certificate;
- identity card for return to Ukraine;
- temporary certificate of a citizen of Ukraine;
2. A document certifying the identity and confirming its special status:
- driver's license;
- a stateless identity card for traveling abroad;
- permanent residence permit;
- temporary residence permit (is an identity document, but does not give the right to obtain a certificate of IDPs);
- migrant card;
- refugee certificate;
- refugee travel document;
- identity card in need of additional protection;
- travel document of the person who is provided with additional protection;
3. Birth certificate of the child;
4. E-passport;
5. E-passport for traveling abroad;
6. Certificate of submission of documents for registration of a passport of a citizen of Ukraine.
In the absence of one of the above documents during the period of martial law, it is possible to display in electronic form the information contained in the identity documents confirming the citizenship of Ukraine or its special status generated by the Diia Portal or eDocument.
In some cases, confirmation of the fact of residence in the territory of the administrative-territorial unit from which the internal movement is carried out is required on the day of the occurrence of the circumstances that caused the internal movement, in particular if the document certifying the identity and confirming its special status contains a mark on the place of registration in another settlement.
This fact can be confirmed by:
- military ID with information on military service;
- workbook with records of labor activity;
- a document confirming the ownership of movable or immovable property;
- certificate of basic general secondary education;
- certificate of complete general secondary education;
- document on vocational education;
- document on higher education (scientific degree); certificate from the place of study;
- decision of the district, district in the city. Kyiv or Sevastopol of the State Administration, the executive body of the city or district council in the city on the placement of a child in a children's institution, in a foster family, a family-type orphanage, the establishment of guardianship or guardianship;
- medical documents;
- photographs;
- video recordings;
- etc.
The certificate is issued free of charge on the day of application, except when the person provides evidence. Then the authorized body is obliged to consider the application within 15 working days and decide whether to issue a certificate or refuse to issue it.
The issuance of a certificate may be refused on the following grounds:
- there are no circumstances that caused internal displacement;
- state bodies have information about the submission of knowingly false information for obtaining a certificate;
- loss of identity documents (before their restoration);
- in the identity document confirming the citizenship of Ukraine or the document certifying the identity and confirming its special status, there is no mark on the registration of the place of residence in the territory of the administrative-territorial unit from which the internal movement is carried out, and there is no evidence confirming the fact of residence on the territory of the administration the territorial-territorial unit from which internal movement is carried out;
- evidence provided to confirm the fact of residence in the territory of the administrative-territorial unit from which the internal movement is carried out in connection with the circumstances that caused the internal displacement, does not confirm this fact.
Exhaustive list of grounds for cancellation of the certificate:
- The IDP filed an application for refusal of the certificate;
- The IDP committed a criminal offense:
- actions aimed at the violent change or overthrow of the constitutional order or at the seizure of state power;
- encroachment on the territorial integrity and inviolability of Ukraine;
- terrorist act;
- involvement in the commission of a terrorist act;
- public calls for the commission of a terrorist act;
- creation of a terrorist group or terrorist organization;
- facilitating the commission of a terrorist act;
- financing of terrorism;
- the commission of a criminal offense against peace, the security of humanity and international law order or a military criminal offense. - IDPs returned to their abandoned place of permanent residence;
- IDPs left for permanent residence abroad;
- The IDP submitted knowingly inaccurate information.
