The Local Initiatives Agency, which implements the project “Future through Change: Institutional Transformation for Sustainable Development”, announces a tender for the purchase of training services for the organization's employees under the Project ManagerProfessional (PMP) program.
List of purchased services:
- Conducting a project management training course in accordance with the international standard PMBOK (PMI)
- Conducting classes in online format (lectures, practical classes, case analysis)
- Preparing participants for the PMP Exam (PMI), including trial testing
- Providing participants with educational materials and access to educational resources
- Consultative support of participants in the process of registration and passing of the PMP exam
- Issuance of a document (certificate) on the passage of the training course
Qualification requirements for participants:
- Experience in project management training programs for at least 3 years
- Availability of a valid PMP certification (PMI) from the trainer (s) who will conduct training
- Authorized Training Partner (ATP) PMI status or proven experience in preparing trainees for the PMP exam (preferred)
- Confirmed statistics/reviewson the successful passing of the PMP exam by participants of previous courses
- Technical capacity of high-quality online training (platform, materials, feedback)
- Experience working with non-profit organizations (preferred)
Requirements for tenderers: Bidders must NOT:
- Be in the process of liquidationor have an open bankruptcy procedure
- To be on sanctions lists
- Have arrears on taxes and other mandatory payments and fees
- Have officials convicted of fraud, corruption, participation in a criminal organization or money laundering
Terms of service:
- Form of cooperation: contract for the provision of services with an individual employment/legal entity
- Training format: online
- Number of participants: 1-5 people
- Term of service: to be agreed with the winner of the tender, approximately 2-3 months (training course and preparation for the PMP exam)
- Place of provision of services: remotely, on the provider's online platform
To participate in the tender, you must submit:
- Resume/profile of the coach (s) indicating qualifications and current PMP/PMI certificates
- Portfolio or examples of previously conducted project management training programs
- Course program (syllabus) with an approximate schedule of classes
- Price offer (tuition fee per participant and per group; separately indicate the cost of supporting the PMP exam, if it is not included)
- Letter of conformity (required)— confirmation of the participant's compliance with the requirements of the tender and the absence of a conflict of interest
- Copies of documents confirming qualification (PMP/PMI certificates, ATP status if available)
- Recommendations from previous customers/training participants (preferably)
Criteria for evaluating proposals:
- Compliance with qualification requirements — 25%
- Experience of the trainer (s) and quality of the course program — 30%
- Optimal price/quality ratio — 30%
- Recommendations from previous customers/participants — 15%
Consideration procedure:
- Consideration of tender proposals will be carried out by the Tender Committee of the organization
- The decision of the Tender Committeeis formalized by the protocol
- Interviews can be conducted with selected candidates
- All participants will be notified of the results of the tender by e-mail
Terms:
- Deadline for submission of proposals: July 24, 2026, 18:00
- Consideration of proposals and determination of the winner: until July 30, 2026
- Estimated start of the provision of services: August 2026

Important:
- An incomplete package of documents may be the basis for rejecting the proposal
- Submission of the offer means the participant's agreement with all the conditions of the tender
- The costs of preparing the tender offer are not reimbursed
The customer reserves the right to:
- Reject all offers without explaining the reasons
- Conduct interviews with selected candidates
- Request additional information from participants
- Request a test assignment from finalists
- Cancel the tender at any stage before the conclusion of the contract
