Payment of utility bills, if no one has lived in an apartment or house for a long time?

The Cabinet of Ministers of Ukraine has changed the procedure for submitting an application for the appointment of one-time cash assistance in case of death or disability of servicemen.

What about utility payments, if no one has lived in an apartment or house for a long time?

Let us turn to the Law of Ukraine “On Housing and Communal Services”, Article 7 of which gives the consumer of utilities the right to non-payment of the cost of utilities, except for the supply of thermal energy, in case of non-use and in the absence of metering devices.


Please note that you can exercise this right under two conditions:

  • if the period of your temporary absence from a dwelling or other object of real estate is more than 30 calendar days;‍
  • the fact of non-residence at the place of provision of utilities is documented. It can be:‍
  • certificate of temporary residence or treatment;‍
  • certificate of admission of an internally displaced person;‍
  • certificate of military service;‍
  • a copy of the passport with a mark on crossing the border, etc.

Thus, consumers who have temporarily left their homes can exercise their right to non-payment of utility costs by submitting an appropriate application and one of the listed documents to the service provider.

We remind you that before the termination or abolition of martial law in Ukraine it is prohibited:

  • accrual and collection of penalties (fines, penalties), inflationary charges, annual interest accrued on debt formed for late and/or incomplete payment of payment for housing and communal services;‍
  • termination/suspension of the provision of housing and communal services in case of their non-payment or payment not in full.
