The issue of ensuring the rights of children, in particular among internally displaced persons.

All children on the territory of Ukraine — regardless of race, color, gender, language, religion, political or other beliefs, national, ethnic or social origin, property status, health and birth status of children and their parents or persons who replace them, or any other circumstances — shall have equal rights and freedoms with respect to their activities, statements and requests for the exercise of their rights and legitimate interests and complaints about their violation;

The state provides additional measures for social protection, in particular for children:

  • of the number of internally displaced persons;

  • from large families;

  • orphans;
  • deprived of parental care;
  • requiring special conditions of upbringing, are fully supported by the state;
  • with disability;

  • who are in difficult life circumstances;
  • from low-income families;
  • family members of dead (deceased) war veterans;

  • family members of the combatant;

  • having the status of a child injured as a result of hostilities and armed conflicts;

  • persons recognized as injured participants of the Revolution of Dignity, persons with disabilities as a result of the war in accordance with the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”;
  • one of the parents who died (went missing) in the ATO/PLO area or died as a result of injury, contusion or injury received in the ATO/PLO holding area;
  • one of whose parents was killed during a mass civil protest or died as a result of an injury, contusion or mutilation received during a mass civil protest action;
  • living in settlements on the contact line;
  • etc.
According to the category, the following benefits may be provided:
  • free receipt of medicines according to the prescriptions of doctors;

  • annual medical examination and medical examination in state and municipal health institutions with the involvement of the necessary specialists, as well as compensation for dental prosthetics costs;

  • primary care in medical and preventive institutions, pharmacies and primary hospitalization;

  • free travel by all types of urban passenger transport (except taxis), public road transport in rural areas, as well as suburban rail and water transport and buses of suburban and intercity routes, in particular intra-district, intra-regional and interregional, regardless of distance and place of residence;

  • free or preferential receipt of health and recreation services;
  • free or preferential provision of baby food;
  • providing students of state and municipal vocational educational institutions with scholarships and meals;

  • providing training in general and special general educational institutions according to the relevant educational programs, in particular at home;

  • additional social and material assistance for applicants of professional higher and higher education;

  • state targeted support for obtaining professional (vocational), professional higher and higher education in state and municipal educational institutions;

  • obtaining education through individual training programs that are coordinated with individual rehabilitation programs for children with disabilities and persons with disabilities since childhood;

  • etc.

How can children interact with state/local government organizations and bodies?

Children have the right to apply in person:

  • to state authorities, local governments, enterprises, institutions, organizations, media and their officials with comments and suggestions regarding their activities, statements and requests for the exercise of their rights and legitimate interests and complaints about their violations;
  • to the guardianship and trusteeship body; children's services; centers of social services for the family, children and youth; call center for the prevention and counteraction of domestic violence, gender-based violence and violence against children; to other authorized bodies for the protection of their rights, freedoms and legal interests.
In addition, a minor child has the right to apply for the protection of his rights and interests directly to the court.
